How Do I Repair My Computer When It Tells Me “the Oleaut32.dll File Cannot Start”?

A lot of my programs won’t start up. I get an error message that says “the OLEAUT.DLL file cannot start.” Is this error something that I can fix with a few clicks and key strokes or do I have to take it to some computer genus? Please help?
