fix computer errors

hi,
after cleaning of the hard disk, windows security settings looks altered accidentally by me ( i am not familiar with these settings) and after this the excel file which was working properly is now not working.
eg. there is a excel file which has the push-buttons on it having different hyperlinks attached to the different “tab” in the same file. Previously i was able to navigate through these hyperlinks. but after we cleaned the hard disk from next day we are not able to navigate. it gives security error. i changed Macro-security level to low but it no use. i flashes error msg “this operation has cancelled due to restriction in effect on this computer. Please contact your sys administrator.
i have the screen-print of the every error i get i somebody is ready to help me out in solving the problem i can mail the same to him.
i have windows vista OS.
