Where Do I Find C:/windows/system Folder?

I am having trouble with flash9f.ocx code again. That website is fine, but, now I have to put it in my systems folder. I do not know where that is.
I still have the windows ME computer. I cannot afford a upgrade at this
time. Please help if you can. Thanks fyplayer007
