Which Is This Virus?? No Paste, No Photo Viewer, No Installation Of Antivirus…..?

I have recently got some problem with my computer. I have lost the stability of the computer.
I cant open pictures file as my WINDOWS PICTURE & FAX VIEWER doesn’t open. Moreover, I can’t paste anything anywhere. Although I can copy or cut but while pasting my explorer shows NOT RESPONDING. And my desktop shows ACTIVE DESKTOP RECOVERY Screen.
When I run MEDIA PLAYER CLASSIC, I get the following error. MICROSOFT VISUAL C++ RUNTIME LIBRARY (R6002)-floating point not loaded.
I also can’t run FILEMON.EXE
My computer doesn’t goto SAFE MODE. After loading MUP.SYS, it restart again with error COMPUTER CANT BE STARTED DUE TO POWER FAILURE OR OTHER PROBLEMS.
I currently have been infected my IPH.EXE but I manually deleted it myself.
Ever after re-installing new windows XP by formating C:, still I have same problem. My be becaure I run other drive after it as my documents, programs, drivers are all in other drive.
I cant install some programs as it shows MICROSOFT INSTALLER ERROR. And to antivirus. Not of them got installed. Although, Kaspersky 7.0 and AVG got installed but both didn’t run. It got closed before installation process was completed.
So please help.

    You have been reinfected from the other disk (simply deleting its file has never been enough, all the modern malware can recreate themselves) and a simple format will not remove modern malware. Download and burn to a disk http://www.dban.org/ and disconnect the internet line.
    2 options:
    1 – Safest: save all your files to DVD+R disks, boot from Dban disk and wipe both your hard disks; reinstall XP and, immediately after, the security programs; reconnect the internet line and update XP and the programs; put in the backup disks and scan them before opening.
    2 – Easiest: uninstall all programs,stop the System Restore, permanently delete all the junk from the second hard disk and unplug the disk from the motherboard; boot from Dban disk and wipe your XP hard disk; reinstall XP and, immediately after, the security programs; reconnect the internet line and update XP and the programs; plug in the second disk and scan it thoroughly before opening.

    automatically to the System volume information /System Restore folder. This means that an infected file could be stored there as a backup file.
    You didn’t remove the virus because Windows will auto restore the virus file after you reboot.

    1) Install the Clamwin portable anti-virus program on an USB pen drive.
    2) Update the anti-virus definition files.
    3) Set the preference to remove virus.
    4) Take this USB pen drive to your infected PC.
    5) Boot up your infected PC in safe mode by pressing F8 during start up.
    6) Plug in the USB pen drive and run Clamwin anti-virus program.
    7) Scan all your drives for viruses.
