		<description>when u press F8 to go into safe mode there is also an option to start with last known good config
 try that other then that there isn&#039;t much you can do with out being able to get into windows to fix the problem
if u r able to get into it go to start&gt;run then type in msconfig
go to services check hide all  MS services then uncheck all that remain then click on start up tab uncheck all of those click ok
restart
when u start up again there will be a popup from msonfig click ok and it will open again 
go back to both tabs and turn on the things you need (I.E. printer display ect) but just the have to haves then click ok and restart again 
then click ok in the box again and turn on the rest of the things you want 1 at a time restarting after each it is time consuming but it will help you narrow down the 1 thing that is leading to the problem
if you cannot get into windows
when u install windows there is a repair option
it will ask if you want to install a new copy or repair select repair and it will reinstall all the system files need for windows</description>
