Can Recovery Disks Fix A “failed” Hard Drive?

I shut down my new pc while windows.net framework was updating, and ever since then I have been getting a BIOHD-8 error in the diagnostic, the only thing that will even run
I really think its just a windows error, I would like to be sure before I put the newly received recovery disks in.

HP Pavillion
E2180
3 GB of ram
Safe mode wont start, gets hung on something like crcdisk.sys

    You should never shut your computer down in the middle of an update. Your hard drive may not be bad, but any data you had saved on it up to this point is gone.
    Try running the recovery disks, they should repartition, format, and install the Operating System on the hard drive. If it works, then I would say your probably OK, if not, you’ll have to replace it.
    The recovery disks can be used as many times as you want.

    It is a possibility that it is just some bad sectors that will be left unused after reformat. But it really sound like your hard drive is failing. Good News is…hard drives are relatively cheap. Just make sure that you get the same Connector type and you can use the recovery disk on the new drive (i would disconnect the old drive during the recovery process) Then after windows is reinstalled…transfer any documents you can salvage to the new drive.

    boot the system with OS cd and select repair option and re install the software and use the partition manager to repair the partitions by changing the file system
