What Do I Do If I Turn On My Computer And It Says Something Like “error Explorer.exe Could Not Be Started”
Then the screen only displays the background and nothing else.(VERY URGENT,NEED AN ANSWER FAST).

You need to reinstall the Internet Explorer File.
Start/Run/type %temp%
Delete all temp file
That will be Ok

I am a computer tech and I have personally fixed this problem for people before. The culprit is a virus that invades your system and infects every single .exe file on your computer including explorer.exe which is the program that allows you to view all the files and folders on your desktop and throughout your computer. Here are the steps you must take.
1. Use an uninfected computer to download Avast! antivirus home edition from http://www.avast.com and burn it onto a CD
2. Start your computer in safe mode. You can usually do this by pressing F9 repeatedly when your computer turns on. Log in as Administrator (not your regular user account).
3. Click Start and go to the control panel. It is in Settings if you use the classic start menu.
4. Click on User accounts and create a new user account just in case something goes wrong so you will have a fresh account to use.
5. Disable System Restore. Viruses love to hide there.
6. Install Avast antivirus directly from the CD you have. Do not copy it to your hard drive as the virus might infect it there and damage the installation.
7. Do NOT restart your computer after installation when prompted. Double click the Avast icon on your desktop after it is installed.
8. Avast will probably find a load of viruses in the initial memory scan. Once that is complete you can run a full system scan with it set at its highest sensitivity.
9. Restart your computer in Safe mode again. Uninstall Avast (and whatever antivirus you were previously using) and reinstall Avast, or the other antivirus if you still think it will protect you. Agree to do a boot scan when you reboot.
10. After rebooting and letting the boot scan complete you should have full functionality again. Avast is good at repairing the damaged and infected files but you may still need to do a repair from the Windows CD or copy some of the critical files from an uninfected computer (faster if possible).
11. Turn system restore back on
i’ve face this problem last week on my friend’s pc.
tried many solutions posted online, but i think the best way (and perhaps quickest) would be to just do a REPAIR INSTALL.
Use your XP CD to boot, and when you come to first option, press ENTER to setup xp.
Then the CD will detect an existing XP.
Press R to repair the current XP.
NOtE: It is better if your XP CD is of current version than the existing XP (i.e SP1 with SP1 ..or SP2 with SP2)
Also note that during repair install, you may get some missing files.. but just carry on, don’t abort.
Once you finish repairing the XP, your documents and settings and most stuffs should still be there…
DO WINDOWS UPDATE. coz your system would be without current updates.

I had the same problem and I called microsoft help line and they told me what to do to fix the problem mighty max clears up problems also
