How Do I Get Rid Of Warreg_popup.exe Errors Without Forking Out For Scan Programs.?

I have looked on the Net and found loads of Eeged Free scanners but they will only fix it if I buy the full program. Is there any way I can get rid of it without buying scan software.
I have found the file on my C: if I just deleated it or the folder, would that do the trick? Alternatively, is it possible to delete it from the registry?

    Normally your malware programs will delete most beasts. If this is not the case you should be aware that a lot of viruses, spyware & adware are designed to sit in RAM, the registry and System Restore and because of this will return even after deleting or re-booting. Removing can be a little time consuming but thankfully not impossible. Yes there are many sites offering solutions to removal but why not do the obvious yourself?
    First of all you must turn off System Restore. This can be achieved by going to ‘Start’ > ‘My Computer’ > ‘Properties’ > Open the ‘System Restore’ tab then enable “Turn off system restore on all drives” > click apply > click ok.
    It is now best to re-boot your computer in Safe Mode – (achieved by pressing F8 continually during boot up) this should clear out the malware in RAM and the registry.
    You must now run your anti virus and anti spyware and anti adware software and delete or quarantine any viruses or spies found.
    Re-boot your computer in normal mode and complete another virus check. If all comes back clean don’t forget to turn on System Restore.
