What Happens When You Reinstall Kernel32.dll?

Whenever I try to start most programs I’m getting the error:
_____.exe – Entry Point Not Found
the procedure entry point C[] could not be located in the dynamic link library KERNEL32.dll
Can I replace kernel32.dll? Is there any information in kernel32.dll that pertains to my system exclusively? Will I have to reinstall all my software? What changes will replacing the file make?

    the same thing happened to me!! I think you have to re-install your entire computer.
