My PC was rather slow in starting up. However, on start up and when it tries to get to the desktop i get the error mesage,’Failto start SHLWAPI.DLL was not found reinstalling application may fix this problem When I press ok on this message i then get the message,’Error loading Explorer.exe. You must reinstall windows’. This I cant do as i don’t have the disk. I tried starting in safe mode but got the same message.
The error said “You must reinstall windows”. It wasn’t lying to you. If you’re missing an important DLL that causes Explorer to not load, you’re screwed. Whether or not you have the restore CDs, it doesn’t change the fact that you have to reinstall the operating system.
