This dll is not listed in the Windows documentation...but it could be a hidden file that has some sort of security aspect. Run a virus scan and also a malware scan (go to Lavasoft.com and download their free spyware program). If it still won't go away...you may have to reinstall Vista...good luck. SOunds like a virus.
