How To Remove “gamevancelib32.dll”?

My cousin has a file named gamevancelib32.dll on her computer, she ran a spy sweeper program (I’m not sure of the name) and it said that it couldn’t remove that file. I told her to locate the file and manually delete it and it said you do not have permission to delete the file. She has Windows Vista if that helps. Do you have any suggestions on how to hopefully manually delete it and if not what the best anti-virus software is?

    Please try to follow these troubleshooting steps to get rid off “gamevancelib32.dll” :–
    1. Temporarily Disable System Restore.
    2. Update the virus definitions. Reboot computer in Safe Mode,delete the infected files according the detail above,run a whole scan,or use the free online scanner.
    3.Please download ATF Cleaner,delete all your IE temp files.
