  1. Angry C says:

If your administrator’s account is also your user’s account, or if it’s the only account on the machine, it can’t be deleted. This is a built in XP protection because an administrator’s account is needed to perform certain critical functions. Like being able to add new users or change existing ones, install programs, hardware, etc. But if you have a completely separate user’s account, and it’s this account you want to delete, click start > control panel > user accounts. Click on the user account you want to delete, then click on “delete the account”. If THIS is where you’re getting the DLL error, try this:
If you have your install disk try running a System File Check. Click start > run > type in “sfc /scannow” > OK (no quotes and notice the space between sfc and /scannow.) If any damaged or missing system files are located, including DLL files, you’ll be prompted to insert the install disk. Files will then be repaired or replaced as needed. The scan could take over an hour depending on what it finds. When the scan finishes, restart your computer and try deleting the user account.
If the problem is still there you could try importing a new copy of the specific DLL file. You should be able to find it here:http://www.dll-files.com/
If the SFC and/or new DLL filesdoesn’t fix it, you can try a Repair Install. You won’t lose any personal settings or programs except for Windows Updates that came out after your install disk was manufactured (including SP2 if it’s not on the install disk.) This link will give you instructions and screen shots of what you’ll actually see:http://www.windowsxpprofessional.windows…
I selected XP Pro but the steps are identical for XP Home. If you have a different Windows OS this same web site will guide you through those:http://www.windowsreinstall.com/
And if none of this helps, I think your only other choice would be a complete reformat of the hard drive and reinstall the XP creating a brand new administrator’s account and user accounts. The windowsreinstall.com link above has instructions and screen shots for reformat and reinstall.
    Hope this helps.
