  4. the file may be a system file, and so will not be availabe for delete. but still if you got to do it, then go to dos mode and select the file, then change the attributes of the file, give this code: attrib -s -h, (-s) is system . after this your file can be deleted. if satisfied with this please vote as best answer.

is it a blue screen error? (an error which displays having a blue background on screen) and if this error displays while boot-up you only need to remove it through registry editor, better write down what files are involved and the dll (NOTE: some dll’s such as kernel.dll win32.dll are esential files needed for windows to run or else you’re system is busted) anyway write it down then :
    1. click on start button
    2. click run
    3. type this ” regedit”
    4. registry editor appears then click on the edit tab then click on
    find then enter the filename.
    5. matches files typed will appear just right click on it the delete string. Do the procedure until no more matches are found then restart your computer.

Safe mode will still load up dll’s and other essential files for you to work in a graphical interface.
You can delete stubborn files in safe mode using command prompt only. The requirement is you will need to know how to use dos commands to navigate. I was able to wipe out worms and viruses that way.
    Hope this helps.
